The Denby County Council says the Haifeng development plan for the pound is \"on track \".
The reconstruction of the town\'s waterfront began in September 2017, including the replacement of the former Sun Center.
The 15-meter water park is the center of the project and is expected to attract 350,000 people each year.
A spokesman for the committee said: \"Exciting things have begun . \"
Despite calls to save Rhyl\'s landmark solar center, it was demolished in 2016 to pave the way for regeneration.
Jamie Groves, from the Council, said the new water park was a \"key part\" of the town\'s reconstruction \".
\"As a seaside resort, Lille needs a major attraction,\" he said.
\"The whole location is intentional and we are trying to increase the traffic in the city center.
\"We have expected a significant increase in passenger traffic in the second half of this year to prepare for the opening of this facility.
The council said the water park will create 65 jobs and is expected to open in the spring of 2019.
